Ukkusiksalik Community Initiatives Fund
POLICY STATEMENT
The Kivalliq Inuit Association is committed to a contributions policy that is accountable, easy to understand, fair, transparent and reflective of beneficiary needs and Inuit values.
PRINCIPLES
The following Principles will help guide the Kivalliq Inuit Association in administering the National Park Community Initiatives Fund;
- Funds are to be provided to Kivalliq Inuit or Kivalliq Inuit Firms so that they can take advantage of economic opportunities related to Ukkusiksalik National Park
- Funds shall be distributed as contributions at the discretion of the KIA Executive Management Committee
- Funds can be used as “seed” money to be used as potential leverage for further funding, or to supplement other funding.
- Funds shall be used for programs, projects or initiatives that support, enhance or promote Inuit culture and wellness.
- Terms of reference shall be developed for funding to ensure transparent, fair and consistent program delivery.
- The funds are to be managed in an open and transparent manner.
- The CIF is to be used as a long-term investment tool. The KIA Board shall oversee the implementation of the fund with the objective of providing long-term economic development opportunities.
- Funded programs shall be closely monitored and reported on to the KIA Board.
APPLICATION
This policy applies to beneficiaries, Inuit businesses and eligible non-profit organizations that want to participate in tourism development opportunities while ensuring the promotion, preservation and protection of the Ukkusiksalik National park. Applicants for this funding are encouraged to search for funding through other funding agencies before applying to the Ukkusiksalik National Park Community Initiatives Fund.
PROVISIONS
Eligibility
Consultations identified that support for funding applications in all Kivalliq communities should be accepted from:
- All Inuit of at least sixteen years of age, enrolled under the Nunavut Agreement (NA), and resident for at least six months in one of the seven communities adjacent to the Ukkusiksalik National Park, who are producing or propose to produce a goods or services for sale that is related to the tourism industry.
- 100% Inuit owned firms from the Kivalliq region of Nunavut. “Inuit Firm” means an entity which complies with the legal requirements to carry on business in one of the seven Kivalliq communities.
- Inuit firms of the Kivalliq listed in the Inuit Firm Registry; and
- Community-based organizations interested in economic development activities (Applicants for seed money for tourism related infrastructure will be accepted from these organizations)
- A cooperative controlled by Inuit (excluding Arctic Cooperatives Ltd.), or
- An Inuk sole proprietorship or partnership between two or more Inuit.
Financial Conditions
- All provisions contained in the Kivalliq Inuit Association’s Financial Administration Manual shall apply to the administration of all contributions issued by KIA
- Prior to the issuance of funds, the recipients of a contribution shall sign a Conditional Contribution Agreement which specifies their project goals and objectives, guidelines for allowable expenditures, completion timeline and reporting and accounting requirements.
- Contributions may be paid in installments as outlined in the terms of the Conditional Contribution Agreement. A midyear Schedule of Revenue and Expenses must be submitted to KIA before a second payment is issued.
- Recipients of a contribution in excess $5,000.00 are required to submit mid-year financial reports and a year-end audited financial statement, which includes a schedule of revenues and expenses, within 60 days of the end of the projects or the KIA fiscal year, whichever is the later.
- Recipients of a contribution that is $5,000.00 or less are required to submit mid-year financial reports and a year-end un-audited schedule of revenues and expenses, within 60 days of the project or the KIA fiscal year, whichever is the later.
- In an instance where the required financial reporting is not submitted, the recipient will not be eligible for further funding until the required financial statements indicating that the contribution was expended are submitted, or any amount unaccounted for is repaid.
- Recipients will repay any surplus project funds, disallowed expenses, overpayments or unexpected balances to KIA within 30 days of the delivery of the required year-end financial reports. These amounts constitute debts due to the KIA.
- Funding in one fiscal year does not guarantee funding in subsequent years.
- Under the terms of this Policy the KIA’s liability is limited to the amount of funding authorized. As a result, KIA will not be responsible for any shortfalls or deficits incurred by the funding recipient.
- All applicants for funding must disclose if they have applied for funding for the same projects from other sources.
- KIA reserves the right to conduct an audit of any project funded through contributions.
APPEALS
- An applicant for a contribution has the right to appeal a denial of funding, or a perceived under-funding, within thirty (30) days to the Executive Management Committee.
- Appeals will be addressed in accordance with the Guidelines established in support of this Policy.

Definitions
Policy:
A guiding principle that Kivalliq Inuit Association and the recipient will follow under the Ukkusiksalik National Park CIF
Beneficiary
Any Inuit enrolled as a NA beneficiary in the Kivalliq Region.
Contribution
A conditional transfer payment made to the recipient from whom the Kivalliq Inuit Association will not receive any goods and services directly in return. Contribution payments are conditional on performance or achievements and are subject to audit or other reporting requirements
Reporting
A representative of the KIA will table at the KIA AGM an annual summary of contributions detailing the amounts of each contribution, with detail supporting documents, names of the recipient and community. Prior to renewal of the policy, the KIA shall undertake an evaluation of the policy.
